The police will make you pay if you use foul language or attack them while they are doing their job. That's just reality and it doesn't matter what you or I think of it. A waitress will put snot in your food, and other people have their ways of making you pay if you fuck with them while they are doing their job. This is human nature. He might just have gotten a warning if he hadn't been a dick. The fact that he had a stack of tickets tells me he has a habit of being abusive to anybody he encounters and has a fuck you attitude in general.
I admire people who fight city hall when they're in the right. And while it sounds like he was technically right about not being in the handicapped space, it's possible he would have just gotten a warning if he hadn't been an ass. Misuse of handicapped parking is a sore spot with me, because we have a handicapped permit for Partner™.

It's just another example of why a judge only allows the defendant to answer "yes" or "no" to any question in traffic court. Otherwise you end up with this kind of shit all day long.
