Somebody was smoking Afghan poppies when they came up with this plan. American legislators are constantly hounded by high-paid lobbyists. In fact, your best psy-ops officer would be eaten alive by a good lobbyist. Members of Congress know a sales job when the hear one, and they aren't the superstitious raghead goat fuckers that psy-ops manipulate. Well, some of them aren't ragheads anyway.
