Lower State St. in Santa Barbara sucked when I lived in SB because of the hordes of burned out alcoholics who lived, pissed, and shit on the sidewalks, doorways, and in the plantings.  I'm all for warehousing these people somewhere that will look after them until they drink themselves to death.
