"Okay, there you go, there's your answer. We are being incredibly conservative and cautious. It simply makes sense."

'Simple' being the key word.

There's a very simple solution to the problem of piss in drinking water.  Construct nuclear power plants next to all drinking water reservoirs.  Use the water for steam generation to run the turbines. Condense the steam into distilled water and send this water through the pipes for the public to drink.  No piss, problem solved.

This has some people fairly steamed around here (like yours truly)  First off, birds fly over and poop in it.  I have been drinking the stuff for 19 years soon, and haven't fallen over.  The real agenda, is to cover them at an enormous cost to the taxpayer(s) one.more.time...  Lining the pockets of the local chosen contractors, and politicians no doubt.

The guy should be forced to drink his own pee in public.  Unfortunately, there are many like this asswipe in P-Town.

Don't they process the water at all before it gets to people's homes?

Apparently not. According to news reports, the water has already been chlorinated and is being stored in open containment reservoirs for use in the city water mains. Portland has no money to cover the ponds but can afford night-vision telephoto recording equipment and the personnel to operate it just so they can capture Doofus McPeepee in the act.

The decision to dump the water stinks.  First, urine is safe to drink.  Unless you have some kind of kidney or bladder infection it is sterile.  In the naval services you are taught to save it for hydration if you are shipwrecked at sea.  Second, chlorine evaporates quickly, and any time the water is stored in the open it must be retreated before it is sent into the closed potable system.  In California they are very strict about this and I doubt Oregon is different.

Of course insects, birds, reptiles, fish, and local rodentia never, ever shit or piss in this pond.

Yeah, anywhere I live, open-stored water must be treated before it goes into the distribution system.  Here in Ottawa, they use chloramine, which lasts longer than chlorine, but it's a bitch for aquarists if you don't use special chemicals.

I hope this guy fights it.  I don't see how he could come away with anything less than an apology and a small settlement issued to him for the embarrassment that the city caused.

If these reservoirs are open to the atmosphere, that water needs to be chlorinated to toxic levels. Otherwise,  all manner of microbugs will grow in it.

Ever left a swimming pool unmaintained for a while?
