It is without question an official Texas Historical Commission marker. See below for example.
However, the building very likely no longer exists. I did a thorough search of the THC atlas (here: http://atlas.thc.state.tx.us/shell-county.htm) and searching on unique words like "St.", "Shaw", "1874", "Pecan" and "Saloon" brings no results. Given the state of the pointing on those bricks, the building wasn't long for this world and was probably torn down.

It's not going to be that easy, the "1874)" indicates a specific period of time, most likely the life span of the "investor" - the "investor bit is probably the best clue, that is an odd thing to include on a plaque.
"Houston, Pecan and Shaw" are so ambiguous as to be unimportant; Sam Houston's name is all over the west, Pecans range from Minnesota to Mexico and Shaw is a shockingly common last name in the midwest.
We do know it's in Texas and the Chick is pretty fucking hot - that fact that she's hot is enough for me.

Saint Charles House
Built by contractor-merchant-investor Seba Bogart Brush (1827-1874), who came by covered wagon from New Jersey, 1854. He bought site in 1869; in 1871 completed structure just as tracks of the Houston & Texas Central - city's first railroad - were laid south of Pecan (now 6th) Street. Operated as Shaw House, then as St. Charles House, this was location (1876) of one of Texas' first ice cream saloons; was owned 1874-1924 by builder's daughter, Laura Brush.
