It's not surprising or new.  The largest railroad in the country regularly refuses to call an ambulance until a manager can drive over to make sure the heart attack isn't just typical slacker behavior.  Paying out for the occasional dead employee caused by whip cracking is figured into the budget most anyplace with lots of middle management.
