Maybe he was on fire and after it burned all of his hair off, someone put it out with the chemical extinguisher.
Or maybe he was taking the advice to "roll em in flour and look for the wet spot" and couldn't find the wet spot.

It's not powder, it's icing. Black people covering themselves with icing is very common around here. We call them jig-a-bons.
