edit: I don't fault these folks for their concern. They've simply taken a wrong headed view of the problem. Integrated classrooms - bright and challenged alike, side by side - is the only way I've ever seen schooling work.

NCLB has forced school boards to redirect an infinite number of resources at "failing" kids, usually at the expense of the bright ones. All Virginia is doing is segmenting the populations so they can allow some of the brighter kids to get taught instead of sitting around bored while the teacher explains something for the hundredth time to the dunce of the room. By lowering the bar they let the dunce "pass" so they can get back to teaching the other twenty kids in the room. If they would just turn their back on NCLB they could skip all this play acting and just teach kids to the level of their individual ability.

At the risk of appearing racist, which I am not, someone eventually needs to take a serious look at the science. Asians score higher on IQ tests than whites and whites score better than blacks. Latinos, in many cases are working in a second language, so their cumulative scores can be discounted. Maybe admitting the IQ disparities would go a long way toward developing curricula and teaching methods to maximize educational opportunities for each subgroup.

Asian kids do better than anyone else because their parents force them to do their homework. Children of educated parents do better than the children of meth heads, so where does the racial component come in?

Asian Immigrants do better, by the second generation they tend to become Americanized and fall in with the crowd. Not surprisingly Asian kids in Asia don't outperform, only the off-spring of the over-achievers who migrated here to get their Masters Degree.
