I think this poor woman's moment of drunken largesse is somewhat misguided. She seems to believe that places like Chelsea, WeHo, or SoMa happen through rezoning legislation; that we move in, "Queer Eye" the place for a few years, and then leave everything fabulous once the rents drive us out. She's probably watched To Wong Foo... too many times.
