The Blumenauer bill, meanwhile, would create a taxation framework for pot similar to that in place for tobacco and alcohol. The Marijuana Tax Equity Act would impose an excise tax of 50% on the “first sale” of marijuana, from growers to processors or retailers.

This has been done before; tax stamps was required to sell pot, and by withholding stamps the government was able to effectively prohibit sales. One big question about a taxation framework for pot similar to that in place for alcohol will be whether home growers will be treated in the same way as home brewers, or if they will be subjected to the same tender consideration as home distillers.
