I don't find that surprising. I once looked into opening a restaurant in Roatan, Honduras. The number of hoops I would have had to jump through combined with the number of bribes I would have been forced to pay yearly made it impossible to consider. I also would have been required to hire a minimum of 5 residents. This would have been ridiculous, as I was only opening a small bar/cafe which would not have required more than myself and two others to run.
