Goober is on to it. Relatives in Scotland talk about the CCTV stuff all the time. The "criminal" elements don't give a toss. No camera can get through a hoddie and a mask.

Ironically, every image I've seen published in an effort to capture a criminal in the UK looks like it was captured using a potato. That was out of focus.
