What I got out of the article is this. They have a law that banks must report deposits/withdrawals of $10,000 or greater. So, if you routinely deposit/withdraw less than that, they're going to come after you anyway. This is why offshore accounts in the Cayman Islands will continue to be popular.

I know someone who works for a bank.
Banks are required to report deposits of $10K or more; but they can--and often do--call the authoritahs' attention to any transaction(s) they feel are sketchy (like, f'rinstance, regular deposits of $9,999.99, or a lot of sudden activity on an account that's usually quiet). Most of the time nothing comes of it; but the authoritahs don't mind because it often helps them catch people.

I think Emmeran is right; he forced himself on a male minor who wasn't the type to have fantasies about hot sweaty sex with the coach. I was a potential teacher molester in high school, but all of the male coaches/teachers I wanted to molest were heterosexual.

Several of my teachers were gay as well, but they were either old, or fat, or bitchy cunts hiding in male bodies, or otherwise unappealing to me. The ones I lusted after were fairly young, had wives, and young sprogs. This indicated to me it wouldn't have been worth my time to attempt to seduce them.

With the recent history of Speakers of the House(Gingrich, Pelosi, Boehner) he seemed like he wanted to be there the least. He never did the grandstanding that the others did. I always wondered if someone was pulling his strings. This lends credence to that possibility
