Funny, I as having a conversation about this with someone the other day.  While I'm pro-military, I would love to see us take a relevant portion of this money and use it towards funding academic (not commercial) medical research.  Then take the results and share them with the world.  Take another relevant portion and focus on resource and agricultural stewardship.  Lather, rinse, repeat.

It has been proven time and again that healthy, prosperous people are a lot less likely to start some shit.
