It's interesting that Texas wrote one of the most comprehensive pieces of legislation on rainwater harvesting back in 2011, when Texas and Oklahoma were about to go to war over rights to the Red River.
Fast-forward five years later, when there is barely any drought even in the deserts, and they would love to be able to pump water out of the Trinity River and sell it anywhere west if there were a way to do it for a profit.
