We need more "sleep-off facilities". Do the regular police still have drunk tanks where they just hose you out in the morning and send you on your way? Or does everybody get booked these days?

Sadly, you're probably right.  Even pro athletes don't get any special treatment (most of the time) in our present police state.

I remember back in the '70's a friend who got drunk came out of the bar and locked his keys in the car (on purpose) and laid down and went to sleep next to it on the tree lawn.  When the cops came he just said, "What took you so long?".  They took him back and let him sleep it off in an open cell and even fed him breakfast the next morning.  Then they took him back to his car and slim-jimmed it open.  And this was in a suburb notorious for the police being a bit heavy handed.  They said they appreciated his effort and thought he should be rewarded for not driving drunk.
