Is the "Dark SUV" the "White van" of the day?

Why would the police really bother releasing something as emepheral as that 6 months after the fact? I know new clues and leads come in, but wouldn't a statement like that just leave you chasing butterflies and wasting manpower?

The police spend 90% of their time chasing butterflies and wasting manpower on unsolved homicides.  I would love to see the bill for the JonBenét Ramsey investigation.

Well picked up by a dark SUV, tortured and killed is fairly unusual outside of the movies - but then again Kathy maybe able to shed some light on this for us.
