Only Mother Jones would consider a company that controls 15% of the market to be a monopoly. But catch shares are just another way to game the system and turn the small operator into a share cropper in his own boat, paying the guys who don't work for it but can leverage the assets to buy the rights. There really isn't a wild sea crop that isn't on it's last decade or two of life anyway. Our grand kids won't even know what wild seafood looks like.
