It's still talking about less than 1% of the study group is kicking off. It's easy to have a dramatic rise when it was so low to begin with.
You notice they don't have any graphs comparing it with the Hispanics or Blacks. The white line would look like it was straight across compared to theirs.

Nah that's the point, the rednecks and hill-billies got the worst of this round. They were always just white trash anyway but the opiates and born again Christianity really did a number on them. Read this:
