The video is from the République de Côte d'Ivoire (Ivory Coast) and the song is a joke about avian flu (grippe aviaire) making people feverish and crazy.  I had to read commentary in French to get this because the singer’s French was a bit too creolized for me to understand much of what he was saying.

THAT was what it was.  I kept thinking _Lord of the Rings_ if it had been done in the 80s.

I really liked _Time Bandits_.  That and the goat thing are all I'll admit to.

Then you looked farther than I did. I couldn't quite catch it through the creole and the bad production values. Haiti, West Africa, much in common...including Vodun (loas, avian flu, yadda yadda)
