We did this back in college to my super-type-A roommate. We wired the horn button to the ignition. Horns are always hot on the positive and the button grounds the horn, so by moving the horn + wire from the fuse to the coil + it would ground out every time he hit the horn. He loved that horn too, but when the car bucked and stalled if he pushed it for more than a second, it cured him pretty quick. It took him days to find the issue...

The Patent Office reviewed HP’s application for years without ever considering any real-world products. Indeed, the examiner considered only patents and patent applications. We have complained before that the Patent Office seems to operate in an alternative universe where only patents provide evidence of the state of the art in software. The fact that the Patent Office doesn’t take developments in real software into account in its assessment of prior art speaks poorly for its ability to determine whether patent applications actually reflect new inventions.

While, to most meatbots around here that sounds completely nonsensical, it's exactly how the patent process works in this country. Only already issued patents are considered as prior art, even if the idea is already used extensively in the real world. Nothing goes to the first person to invent something, only to the first person to get it patented.

The other thing that happens is that companies with deep pockets, like HP, just keep resubmitting the same patent application with very minor changes. Because the same examiner nearly always gets the same patent back after rejection and modification, and those resubmissions usually don't count toward their quota, there is a strong incentive to just pass stuff so they won't keep submitting it. (Disclosure: I signed on with the USPTO right out of college (another failure in the patent process: they rely heavily on very new grads to be the first line of review) but barely made it through training and a 3 months of work before coming to my senses and quitting). I had classmates who lasted a few years there, though most did it as a way to get paid to move to DC and then use it as a stepping stone to finding a better job. Median time was probably less than 2 years. Most of the employees there had either less than 3 years experience (no industry experience) or 20+ years experience (no industry experience and out of touch for 20 years).

If the USPTO would allow examiners to fatally kill submissions it would go a long way to cleaning up the process, but the big companies that pay the PTO budget would never stand for that.
