You need a two thirds majority in the House and Senate and I believe if that happened it would have to be re-ratified by the States.

Oh, don't get me wrong: THIS change isn't happening. Congress aside, 38 states would need to approve the change, and Trump only won 30 of them.

Of course, the immediate joke was that if the change WERE to happen, Obama would be waiting in the wings, but a closer reading of the proposal as written would actually still prohibit Obama from running. It would literally only benefit Trump.
