I'm trying to find more information.  I know this was within the last seven years, at Charlotte City Council meeting, but my Google-fu is weak this morning.

Edit: it's from Jan. 28, 2002.  Wasn't able to find much else in the CharMeck tax database, as there are 30 entries under that name.  Damn, and I wanted to buzz by on my way after work today...

My brother-in-law went to school with this crazy fuck and stays in contact with him occasionally. Everyone else in the house hides when he comes around.

He apparently did have some kind of run-in with George Shinn (Hornets owner), but I doubt Shinn had helicopters following him, even though Shinn is a lemon-headed pussy.

Nope.  In California anyway, they either have to want to be committed, in which case they probably don't need to be, or they have to try to commit suicide, in which case they can be committed for 3 days, or they have to try (and possibly succeed)  to kill someone else, in which case they could be locked away long-term.
