Intentionally crappy can still be done better. Srsly, total strangers--who might otherwise join this site--see the banners, because there's very little visual real estate for the eye to rest on. I design (and choose) banners for THESE PEOPLE as well as those already on the Street. To do otherwise is, well, questionable. I like to think we're putting our best foot forward for a reason, but if anyone has a problem with that, then speak up now.

Are the banners being randomly displayed on other sites as advertisement to lure people here? If not, the quality of the banner is largely irrelevant.
If you have a theory that people are accidentally stumbling upon the high-street.org home page and stay-or-go based on the banner, maybe it's the home page that needs to be re-thought?
I would put the stickies at the top of the home page-- that way people will immediately see what this is about (they could go in the trapped blue space under the warning with Mr. Natural-- maybe the entire forum should go there and be scrollable). When people go to a site and you see a huge NSFW picture thread, most will know immediately whether they have found home. And a few clicks though on the site will make it obvious that the banners are random, and can change. People will be amused by the banners, or ignore them.
But if we're critiquing banners-- the falling man was ruined when he started spinning.

Yep.
As for the "malformed vote," that means the form that was submitted wasn't filled in correctly. There's nothing you fill in - it's automatic, so if this happens again let me know. Try to note down the time and maybe I'll be able to track down something in the logs.
Edit: your IP address would be useful to have, too.
