The problem is, they don't think. It's clearly become protocol, and it's merely "unfortunate" when they don't anticipate that the 50/50 fall split includes "forward into the alley." If they'd sent ONE qualified person directly to him--to talk, to interact--they could have saved an obviously disturbed life. I mean, seriously, no one appears naked on a fire escape after Labor Day. It's declassé.
