There is no evidence that Palin ever banned any books from the library, although many Outside media outlets have incorrectly reported to the contrary.

Why is "outside" capitalized?  Is this some special term they use to refer to places that are Not Alaska?

That's precisely what that means: there's Alaska, and there's Outside. Then, to be more specific, there's the Lower 48, or what is more frequently referred to as "the States".
