Perhaps an eternal pilot light of remembrance, used to light a larger flame for special occasions is the way to go.  On the other hand, in order to be environmentally correct, a fake fire on a video screen, powered by batteries that are recharged using solar panels would provide a more visually satisfying memorial.

Hey Dec. I just read about this place that recently started an eternal flame, and apparently they'll even crank it up for special events. I would think that more than takes care of your problem.

I'm just going to give you the benefit of the doubt here (Obviously more than you're fucking willing to do for any-body), and assume that you haven't had to deal with the VA claims system in the last decade.

I deal with it regularly and [sometimes] assist others in getting what is their do.
Always have your ducks in order and [politely if possible] do not take any shit from wage grades. 
Always ask to speak with the head [Dr] of the department if there is a hassle.  They WILL try to assist you. 
Remain professional at all times
Go on line and check out local vet groups.  They are your grass roots lobby.
Support the VFW and American Legion.  They are a big part your Washington lobby.
Become involved.
