The white house is always behind the times on tech. They kind of have to be. Newer systems, and uncommon systems are by their nature insecure. You can complain about MS's insecurities but those are all commonly understood and taking actions to protect them are within the purview of most junior Windows admins. When you hear about large scale infections at workplaces mucking up the program, you are looking at the results of shitty admins. A bunch of the things they said they missed (IM, social networking) are reasonable precautions to take to protect a sensitive, much attacked network.
