Let's see...If the positions were reversed, and a Republican president had said that to a roomful of Congressmen, how would the average neocon respond to that article?

The whole story is just bad reporting anyway. What, did Obama call them all into a room and then just say, "I won." and then walk out? What's the context?
Possibility 1: Obama brings them into a room, and tells them what he wants. When the Republicans bring up a request he shoots them down. "I won, bitches. Suck on my big black cock. I don't have to give you shit."
Possibility 2: Obama brings them in a room, and tells them what he wants. They disagree with him, and start making noises like they're going to pull another Cornyn "delay just because I can to show that I still have power" deal. Obama says, "Look, I won. I'm the President now, and I'll be setting the White House agenda. We need to stop delaying the inevitable."
Neither of these is likely to be the actual scenario, but my point is that the only fact in the entire article is that Obama said "I won." to some Republicans.

This is no different than the last election, when Bush claimed he had a mandate from the people. You win, you get to drive the agenda.
EDIT: I am in no way implying that Bush's agenda worked out for him.
