He also forgot that Gates is a carryover from the Bush admin...or maybe he's just dumb as fuck and didn't know.

I think managing expectations is probably a good thing. I heard some caller on NPR talking about Obama's "miraculous" presidency, and that she was excited about the miracles he would work (specifically, peace in the middle east). Good can be disappointing when you're expecting miraculous.
