Seems like a pretty easy scam. Makes you wonder how many other places it's occurring.

It's been happening as long as there have been jails. Never been a warden that didn't skim a little something off the top.
In some states, the warden gets to keep any "excess" funds from feeding the inmates.
What makes you think that the judge is any more honest than the warden?
